[FSE] Cost Report Submissions

Hi Teams,

We've been getting a lot of inquiries regarding the submissions for Cost
Reports.

Since not all teams who will be attending Formula North in 2016 have been
extended an invitation to trial SAE's online Cost Report submission, we
will only be accepting the traditional Excel workbook template of the Cost
Report.

We apologize for any inconvenience that arises due to this decision.
